Mr. Moore has extensive experience with asset-based and secured and unsecured financing techniques, project financing, mergers and acquisitions, private equity, and debt offerings, including non-acquisitive reorganizations, asset dispositions and asset recovery. As finance legal counsel to the Maryland Energy Administration and Office of the Attorney General, State of Maryland, he helped to secure financing for energy efficient projects statewide. Working closely with institutional lenders, Mr. Moore has structured complex transactions for clients such as Barclays Business Credit, Inc., and Bank of New York, including a $500 million transfer and assumption of credit facility of syndicated loans with foreign banks. He is currently engaged as counsel to both a $12 million redevelopment project in Silver Spring, Maryland and a $25 million Community Redevelopment Project in the Mid-Atlantic area.
He holds a B.S. in Government and Public Administration from C.U.N.Y, JJC (with honors), a law degree from New York University, and a LL.M. (master’s in taxation) from Georgetown University Law Center (with honors). He was awarded the CRE (Counselor of Real Estate) designation in September at the Counselors’ 2017 Annual Convention in Montréal. Fewer than 1100 real estate professionals currently hold the CRE credential.
Mr. Moore is admitted to practice in the State of New York, the District of Columbia, the State of Maryland, and the United States District Court for the District of Maryland.
